I'm trying to reconnect my water lines to a sleeve bearing Garrett T28 (FM2).
Which water hose goes to which turbo connection?

The FM directions state that the water hose that comes from the upper
thermostat housing route to the inboard turbo water line connection. The
other hose, the bottom connection, routes to the outboard turbo water line.

Which is the inboard line, and which is the outboard line? From a position
facing the car, is the inboard the left side and the outboard the right side?
Is inboard closest to the engine head?

It shouldn't really matter. Direction of flow is determined by the cooling
system you tap into, not the turbo. All you're doing is circulating coolant
past the bearing on the turbo, so in and out shouldn't be an issue.
