Be a pioneer! Rip the door off a microwave oven and hang it from the ceiling
over the work space. No matter how cold it gets you'll feel warm. A
microwave heater should be economical too as it only heats wet stuff. :^)
Think how long your coffee will stay hot.

Your joke is actually right on the mark. Microwaves have been studied for
this; at low levels, they're an inexpensive and safe way to warm people
while consuming vastly less energy than other means (since they just warm
the person, rather than warming everything around a person.) It's
theoretically possible to keep everyone comfortable in a football stadium
where the air is below freezing. But commercial applications are out only
because you could never convince people that they were safe, even though
they would be.

The military is using the technology, though, both to warm people...and to
steam them. :-)
