Is this OK to use?

I'm in the proces of fitting my new ACT and noticed that the throwout
bearing isn't quite 'centered'.
Is it ok to use it anyway or should I get an other one?
On this pic you can see that the black ring isn't in the middle.
On the upper side of the pic, there's a space of about 1mm, on the bottom
about 3-4 mm

Here's another (less clear) shot. Left side of the picture, about 1mm
space, right side of the picture, about 3-4mm space.

It spins, but not very good. The old one spins much better (I keeps
spinning when I give it a good turn, the new one stops immediately).

Don't worry about it. The TO bearing will self center on the output shaft
anyway. AFA the spinning of the bearing, it's new and packed with grease.
It should be smooth, but the grease prevents it from continuing to spin when
you rotate it. FWIW, I just pulled a new Mazda one out of the box & wrapper
and it's exactly as you describe yours being, including the off center
aspect of the steel center piece. Install and enjoy.
