The FMII description on the Dealer Alt pages state that the system
requires modification to fit on 99+ CA cars. Can anyone elaborate?

They are coming out with a new manifold for the 1.8 California cars to
handle the second Cat. The California car has 2 O2 sensors and lots of smog
BS that has to be dealt with. That is why it is not straight forward. The
new kit will be out soon.

Imagine that, I can. The kit has been redesigned to fit CA cars. Using the
earlier kit on CA requires eliminating the pre-cat, which we all know the
People's Republic frowns on. Required a new exhaust manifold, downpipe,
intake plumbing, etc. BTW, all 2,000 models are CA spec with pre-cat.
