Best CA legal upgrade

Hi, I'm looking at getting a turbo system for my '93. My main concern is to
be C.A.R.B. legal, I just don't want the hassles of trying to pass a visual
with an EO sticker and/or a questionable emissions output.
However, I want to get the maxium that I can get out of the system/car.
So at this point I'm thinking the System IV, with a ball bearing turbo, the
J&S dual knock sensor, high flow cat and Dealer Alt turbo single exhaust
(for that stealth look).
I'm planning on getting the intake manifold ExtrudeHoned as well.
Anything else that I should consider getting? I was playing around with the
idea of new pistons and connecting rods, but are they really worth the
expense at this stage?
Should I get some head work done while I'm at it?
What else can I do and be legal? What can I do that no one will notice, and
won't hurt emissions? Anything I should be warry of?
Basically the rest of the car is totally ready for this upgrade (big brakes
& wheels, roll bar, racing seats & 5 point harnesses, full suspension and
braces, ACT 1.8L clutch and lightened flywheel).

Mark,
Buy an FM II kit and when it comes time for emissions test, swap ECUs and
injectors. Instant System IV (less a few parts)! You can run a System IV
at 5 psi with no Pierburg fuel pump, AFPR, or timing controls. It's not as
much fun, but it is CARB'ed.

The System VI is CARB legal for 1.6L engines. If you have it installed
properly, it will pass visual and sniffer tests.
