Bell III turbo makes trompet sound

Hello,
I own a 1.6 '93 with a bell III turbo and ecu. It runs great, but I get a
loud noise when I drive my car under little throttle.
On the highway in 5th gear it's always between 3.5 - 5.3K rpm, when I try to
keep the car at speed uphill the sound starts often.
When I release a bit throttle the sound stops and starts again a few moments
later, when the car is maintaining the speed again (or a bit slower). The
same thing when I accelerate a bit.
It sounds like blowing into (over) a empty bottle.It only occurs when I need
a little power.
I replaced the BOV (plastic) with another from a friend, still the sound.
I removed the BOV and ducktaped it so it couldn't work, the sound was gone.
I use the silicone hoses (red- orange color) that were in the kit.
I don't like them a lot: the quality is poor, bits are comming of.
I think the problem might come from the hose of the BOV - the size of the
bypass pipe is bigger than the BOV so the hose is not perfect sized, a bit
too large. I put ducktape on the bov to make the size bigger, but no
effect...
Any advice?

My setup makes a barely audible little peep just as I transition =
from cruise
to decel. Sounds like baby chickens. Much too quiet to intimidate =
anyone,
but I've often wondered where it's coming from. Gives my car =
character...
