I don't know how you figure that. Southern California is, and probably
always will be, completely reliant on the Colorado River. California,
uner the Boulder Canyon Act, is given an absurd 4.4 million acre-feet of
water. In generaly, they've been using much more than that.

You might have been referring to a temporary injuction back in 2003
where the federal government shut off aproximately half of the water
supply on the colorado acqueduct. At the time, California had a surplus
and had refused to do anything about drawing more than the 4.4 million
acre-feet it was supposed to have. In any case, nearly 75% of the water
consumed by cities like San Diego comes from the Colorado, and all the
water they had in reservoirs came from the colorado, even if the flow
was temporarily halted. I'm sure the full flow has been restored by
now, but finding information on the web is tricky.
