Okay guys, any ideas here would be great - I'm stuck.
I fiddled around in the car some more, trying to find out what's up with the electrical system. I got the windshield wipers working by pushing in the harness at the control stalk. So that further isolates the problem to whatever circuit the headlight motors and starter get their power from.
The relays for both work - after snugging up the harnesses in the car, I now get a very audible clicking noise when I turn the key or try to pop up the headlights. It just seems that although the relay has power, whatever power source the relay is trying to relay is not there.
Any tips on what I should be looking for? I double-checked all connections, starting from the engine bay, crawling under the car all the way to the back - all grounds are grounded, all harnesses are harnessed. I'm just stuck.

Jason! I just thought of something. I have an ongoing problem with my
starter switch. The key doesn't seem to turn the switch far enough to
engage the starter. Try pulling the plastic switch off of the back of the
lock assembly. One screw. Then operate the switch using a screwdriver in
the slot. It works for me, and if not, it would eliminate the switch as the
problem.

I'm still wondering if they are different problems.
Jason did you check the connector on the light switch in the center
console??? If that is off the lights won't go up and that might eliminate 1
more park of the problem.

So - in order for the lights to go up/down, the switch on the center console /has/ to be connected? I hadn't gotten to that point, so the harness for the four-way blinkers/headlight retractor hasn't yet been connected to anything.
I'll try that tonight. If that doesn't solve anything, should the next step be trying to jump the car? Last night the 'Charge' light did come on and stayed on this time. Don't know if that's the cause or effect tho.

If the buttons in the radio surround are not connected, the headlights will go up and stay up, and will refuse to come down the first time the lights are turned on.

So - in order for the lights to go up/down, the switch on the center console /has/ to be connected? I hadn't gotten to that point, so the harness for the four-way blinkers/headlight retractor hasn't yet been connected to anything.
I'll try that tonight. If that doesn't solve anything, should the next step be trying to jump the car? Last night the 'Charge' light did come on and stayed on this time. Don't know if that's the cause or effect tho.

I'd just charge the battery up if your suspecting a weak battery at this
point. But this isn't stopping you from starting unless the battery is
stone dead. Why not try Sam's suggestion about the switch??

thought I had really screwed something up but when I plugged the buttons

I'll have to check my wiring diagrams but I believe removing the buttons
will break the connection and you won't get any power to the light motors
(they won't go up). I think they will still come on though, just not in the
up position. When you move to fixed headlights you leave the switch in tact
but it is no longer needed and could be removed from the harness.

On my '94, with the console buttons disconnected, the headlights *will* go
up and turn on if I turn on them on at the stalk. I can turn them off but
the headlights stay up. BUTT.
It sounds like the earlier cars were wired differently. I'm guessing Mazda
changed the wiring to a fail safe design.

On my '94, with the console buttons disconnected, the headlights *will* go
up and turn on if I turn on them on at the stalk. I can turn them off but
the headlights stay up. BTDT.
It sounds like the earlier cars were wired differently. I'm guessing Mazda
changed the wiring to a fail safe design.
