Argh!? The Windshield Wipers on my 1999 quit.? They went 1/2 way up and stopped.
So, here I am, wipers parked 1/2 way up on the windshield not working.

Any ideas?? Where do I start looking?

I'd start by checking the voltage at the connector to the wiper motor.
If you get the proper readings for low speed and high speed, then I'd
suspect the motor or at least the motor grounding.

WIPER fuse might be a good start...

OK.......Because I had several great ideas on where to start from list members.......I have to post this

So, I took off of work early, so I'd have daylight left to work on the wipers.
I went to the local auto parts store and bought fuses.

I went home and started checking, but no, the wiper fuse is fine.? DAMN!
Popped the hood, started to unplug the connector to the motor to check for power.

For some reason, started fiddling with the wiper mechanism, and sonofabitch!!!
There is a Snap-On screwdriver wedged in the mechanism.? Somewhere along the line, some dumbass mechanic left?a tool in the cowl.
It took a BIG screwdriver to pry out the Snap-On screwdriver.
And, success, all is well.

AND I now own a Snap-On screwdriver!!
